Biography

Yasmine Fouad has been Minister of Environment of the Arab Republic of Egypt since 2018 and COP27 Ministerial Coordinator and Envoy since 2021.  
 
She has more than 24 years’ experience in environment and international cooperation, working in government, UN organisations, NGOs and universities. As Minister of Environment, she has successfully changed the environment narrative in Egypt. She leads transformational change in the environment sector in Egypt by creating a more business-oriented enabling environment. She has paved the way for the creation of environmental sensitive practices among current and future generations. 

In her capacity as the COP27 Envoy, she has been leading the processes and consultations required for developing the COP27 Presidency Initiatives to be launched during COP27. In her capacity as the 2018-2021 President of the 14th Conference of the Parties of the Convention on Biological Diversity (CBD COP14), she  played a crucial role in advancing the biodiversity agenda and leading the development of the Post-2020 Global Biodiversity Framework. 
 

In previous positions and assignments, she has supported the Earth Institute in designing a Centre of Excellence for Adaptation to Climate Change; the AMCEN President in leading and managing the two climate change initiatives (African Adaptation Initiative (AAI) and African Renewable Energy Initiative (AREI)); and the Nile Basin Discourse, a regional NGO, in supporting the impact of climate change on water resources in the Nile Basin. 

At an academic level, she was selected as a lead author of chapter four of the IPCC Special Report on Climate Change, Desertification, Land Degradation, Sustainable Land Management, Food Security and Greenhouse Gas Fluxes in Terrestrial Ecosystems in 2017. 

She holds a MSc in environmental science and PhD in political science.
